The situation

Panel preparation and reporting moved through email, files, panel software, and spreadsheets by hand. Scientists spent time copying data instead of reading it.

Observation of the live panel process showed high-skill staff acting as middleware: request intake by email, manual configuration in panel software, spreadsheet cleaning, and email-based reporting. The technical job was to encode that path as a durable system.
